I attempted to install yesterday (Th Mar 27, 2003) OO 1.1b on my Win 98 system.
The installer gave the message that it could not find UNICOWS.DLL, and
would not allow the install to continue when I clicked on "ignore".
I installed the same build yesterday on a Win 2000 system with no problem.

Today (F Mar 28, 2003) I attempted to find the file UNICOWS.DLL on my Win 2000
machine at work, but a file search came up empty.

Please have a look at the system requirements or at the readme:
" The Microsoft Layer for Unicode - unicows.dll - is a runtime
requirement for Windows 95/98/ME (not for NT/2000/XP). The file
"unicows.dll" (versions 1.0.3590.0 or 1.0.3665.0) has to be downloaded
and installed in the system or windows directory (i.e.
C:\WINDOWS\SYSTEM or C:\WINDOWS, respectively). A self-extracting file
is available for download at 
http://download.microsoft.com/download/platformsdk/Redist/1.0/W9XMe/EN-US/unicows.exe.

The download link for unicows is not valid either here or in the
installation instructions.  typing unicows into the microsoft download
thing doesn't find it (bizarrely), typing unicode does.  Until it
changes again try.
