This is another very badly imported Word 2000-Sr1-SP2 document. The document 
contains some gifs and embedded drawings. Most z-orders are lost. Some images 
do not show correctly. The layout is destroyed. Same result with version 1.0.2 
and 644.

MRU->AMA: The main issue here is, that graphics cannot have a negative
y-position. MS Word allows grphics in the Body text even to flow over
the Header.
The positoning properties have to be enhanced for this.

Yes, that's our plan. The only problem is the wrapping. Our first step
will be negative positioning for "wrap through" only.

problems, occuring in the given document in progress:
(1) Wrong vertical positioned graphic <globus with text 'Enterprise
Mobil Sales...'>:
Negative positioning is addressed this issue 17567
(2) Wrong horizontal position graphic in page header of 2nd page:
Allow leaving the table cell the graphic is anchored in is addressed
this issue 11371
(3) More text on 1st page:
OOo doesn't supported extra-leading of the characters till version
1.1, but this is addressed this issue 14805.

Issue 17481 is marked as duplicate of this issue.
Issue 17481 have target OOo 1.1.1, so I hope fix of thi issue also can be
considered for OOo 1.1.1. as it is already verified in 2.0.
