1. A graphic put in the header cannot expand to the entire page (limited to te
header space thus condensed)

2. Imported borders are misaligned, and some are doubled.

The example word template is provided for your testing at the given URL

I can Reproduce the problem on OOo 1.1 RC4, Win XP Pro Sp1
It is real problem

and there is no file association of .dot to open office. I hope we
also can get this file association, at right click menu.

change to new, reproduceable. 
as reporter say same things happend when we open at 1.1 Rc4

Problem here is not the filter. In Writer, obejects (OLE, graphics and
frames) cannot be larger in size as the header/footer they are
anchored to. This will be adressed in OO 2.0. See issue 11493 for this.
