Applying the fractional format
  #" "??/?? 
to the value 
  12345.6789 
gives 
  10000 00/81 

Correct result is 12345 55/81. The problem lies with the quoted space. 
The format # ??/?? gives the correct answer.

NB: The format #" "??/?? is used by Excel with French locale

In fact, ALL fractionnal formats with a quoted string does not work e.g

#"+"??/?? gives the same result 10000 00/81

In OOo3.0RC4 On WinXP,the issue exists. I personally guess it is a duplicate 
of issue 75173 .
