This is just a meta bug to create a dependancy tree / reference point for all 
general issues relating to the IRIX 6.5 / MIPSpro 7.3.1.2m port.  All 
SGI/native STL issues are in # 809

per issue 106845 sb removed the partial irix port, so this doesn't make sense in
isolation anymore106845
