In a report design, there's no possibility to mark a section by using they
keyboard only.

This is about a new implementation in CWS oj14. Adding keyword
"new_implementation", targeting to OOo 2.x.

We agreed to mark a section by the key F6. As this is an accessibility issue, it
should be fixed earlier.

When the report is selected you have to press CTRL+Tab. See issue  77284
