If, in a report design, you have multiple controls in different sections, then
you cannot travel across sections - i.e. move the selection to a control in a
different section - via keyboard.

This is a new implementation in CWS oj14. Adding keyword "new_implementation",
targeting to OOo 2.x.

We agreed on traveling through the sections by using Ctrl-Tab to travel forward
(down)and Ctrl-Shift-Tab to travel back (up). As ths is an accessibilty issue,
it is retargeted to 2.3.
