Many users complain that they don't find the dialog for the PDF export options.
This dialog appears only after giving a file name for the exported file. As
giving a file name  is usually considered as the last step of the process, it
should be more logical to open the PDF export options dialog when user select
File>PDF Export, i.e. BEFORE the file name dialog.
