When standby is entered, this takes more time than without quickstarter and moreover, after waking up the computer, the message "entering 
standby mode" (in german) is still visible and does not vanish.
When I close (in this status) the quickstarter, the computer enters standby automatically, or the screen gets black.
I am using a compaq armada 4220 notebook.

For whatever reason, the standby behaviour with active quickstarter is not a problem 
anymore. I am not aware of system changes which could have caused the good behaviour.

On my Win98 machine with OOo 1.0.1,
the QuickStarter still prevents the computer
from going into Standby mode.
Exiting the QuickStarter allows Standby to proceed.

Ah, still I was in doubt about the behaviour. After september last 
year, the standby problem occurred several times.
The contribution of Daniel confirms, that there *IS* a problem.

It is my observation that the problem arises especially, when one has 
been WORKING with a OOo application.

Also my experience.
If I wake up the machine and work with other
software but not OOo, I can put the computer
back into standby even with the QuickStarter open.

But if I've been using OOo, then the QuickStarter
must be exited before the machine will go to sleep.
It's more than a long delay; it's a total blockage.

There is a related behavior --
The Eudora Pro email program will not open
completely when the QuickStarter is running.
It opens partway and then freezes.
When the QuickStarter is closed, Eudora can finish opening.

Problem wasn´t reproducible when using a OO 1.0.2 or a 644 build,
running under Win98 on a compaq notebook.
