1 click menu tools - options - Language settings ,Local settings is set to

2 click the new button in the toolbar to create a new file ,its font is Simsun
and I can input Chinese
3 go to desktop, and right click to new a New OpenDocument Text file, then open
it, find its font is Lucida Sans Unicode. I cannot input Chinese in it

PRoblem is, that the correct language will not be passed over to the document,
when it is created via desktop. See issue 29485 .
