If a user deletes their "OpenOffice.org1.0" directory, they cannot reinstall.

To reproduce this problem, install OOo as root using "./setup /net" install
method under "/usr/local/OpenOffice.org1.0".  Then, and a non-root user, run
"/usr/local/OpenOffice.org1.0/setup".  After this completes, as the non-root
user, delete your "~/OpenOffice.org1.0/" folder (ie: rm -rf
~/OpenOffice.org1.0/).  Now try to reinstall by issuing
"/usr/local/OpenOffice.org1.0/setup" again.

You get an error message saying you have already installed OOo and that you must
use the "local setup program to deinstall".
