Line numbering adds unwanted line numbers to headers and footers.  The numbers 
in the headers and footers follow their own sequence, very confusingly.  
Checking or unchecking the "Lines in text frames" option has no effect on 
this.  

This prevents me from using OpenOffice for writing radio plays.

Rebooted system to Suse Linux 9.0 and was able to reproduce problem.

On further checking, it seems this only happens to documents originally created 
in another program.  I am currently editing a radio play that was created in 
Lotus Word Pro, and sent to me in .rtf.  Along the way, I opened it and resaved 
it in Microsoft Word 97.

In the paragraph-style you can adjust whether lines are counted or not. If you
do not want the header or footer to be counted, you must use a different
paragraph-style for them than for the text. The styles "Header" and "Footer" are
suitable.

are you sure you using OOo 1.0.0 ? 

Please try using the latest OpenOffice 1.1.1rc3  , you can download it from 
http://download.openoffice.org/1.1.1rc3/index.html
many bug fixes and enhancements since your version and 1.1.1rc3 . If the 
problem still happend in 1.1.1rc3 please report back. 
It maybe not yet solve your Issue, but it worth to try.

I'm using version 1.1.0.  The problem only happens with documents originally 
created in another program.  In this case I was importing a radio play created 
in Lotus Word Pro, saved as an .rtf, then previously opened and re-saved in 
Word 97.  OpenOffice stripped the line numbering, and when I added it again, it 
included the headers and footers in their own unique and confusing numbering 
system.  I now know how to work around the problem (go in and manually set the 
Header and Footer styles to not be part of line numbering, or if that fails, 
delete and rebuild the headers and footers).  For the future, there does seem 
to be an issue with the importing documents with line numbers.  Since 
collaborating with a far-flung group and writers and producers, who use a 
variety of word processors and platforms, is part of the job of directing radio 
plays, it would be nice if OpenOffice correctly retained the line numbers 
created in other programs--but it's not a fatal problem.

Please try using the latest OpenOffice 1.1.1  , you can download it from 
http://download.openoffice.org/1.1.1/index.html
many bug fixes and enhancements since your version and 1.1.1 . If the problem 
still happend in 1.1.1 please report back. 
It maybe not yet solve your Issue, but it worth to try.

Using the styles environment to modify the "include in line-numbering" option
helps this problem.  However, a small note indicating this in the main
line-numbering option in the tools menu would save a lot of time for the new user.
