I open a Writer document, then I select some text, then

Format --> Case/Characters --> Uppercase (or Lowercase)

The "Save" icon remains not active; even though the document content
has been changed, I can close the document and the Writer does not
ask me to save it before closing it.

If I do not make other changes, I even cannot save the document,
as Writer believes that it has not been changed.

I was able to reproduce this using your attached file and also with a newly
created file. OOo 1.1, Windows 2000 Pro.
