I can't approve a new document in the l10n documentation section. 
If I click on "pending approval" the page is not available:

I can't see any documents in l10n needing approval.

What is the name of the document to be approved? Has this appeared in
the appropriate section?

DL->ST: As a workaround I checked-in the files by myself, in this 
case I don't need an approval.
DL->KAT: Please try to add a document to the ctl meetings area and 
try to approve it.

The correct URL to allow document approval is:
http://<project>.openoffice.org/servlets/ProjectDocumentApproval

Why you are being directed to the incorrect URL is being investigated

MT reports that he will be able to address this issue after the 
Netbeans upgrade in early January.

Would that mean that netbeans will run in this issue too?

He will be investigating if this issue occurs during the Netbeans
upgrade run-throughs, as it is a possibility, and formulating a fix at
that time if it does. Netbeans would likely see this fix first because
they will be in the upgrade process. 
The most conservative estimate of a fix to be seen on the OpenOffice
site is as I stated before, after the Netbeans upgrade, but has the
posibility of occuring sooner if investigation during their upgrade
proceedure uncovers a fix. This would also be dependant on what is
involved in its implementation.

I have spoken with MT, who indicated nothing was uncovered regarding
this issue during the preparation for the Netbeans upgrade. 
This is addressed in the version of SourceCast OpenOffice will receive
when the site is upgraded, and a workaround is available.
The problem will continue to be investigated as his time is available,
and certainly addressed at the next upgrade.

I need to figure out if this is completely reflected in the core
product issue, or if there are openoffice-specific aspects to this issue.

I have replicated this as a problem for all documents (not just
documents which aren't in a section); the internal issue, which
reflects problems with nonsection documents only, is marked as fixed,
but we don't curently have a place to test the appropriate build. 
I'll update this issue when I have new news.
