Enable isolang.cxx to handle 3 character ISO 639-2 codes, not just 2 character 639-1 codes. Other places?
Target 2.0. Issue 19334 depends on this.
Fixed on branch cws_src680_i18naddloc: tools/source/intntl/isolang.cxx 1.13.26.1 So far didn't find other places where an ISO language code would be restricted to 2 characters.
Thanks. There is also a problem with some of the XML-processing utilities that they expect the language code to be two characters. I can try and find the details, but should this be reopened or should it be a separate bug?
Sorry for late comment, but since this issue has state resolved fixed it didn't appear on my personal watchlist anymore.. As already stated on the dev@l10n mailing list: please file a separate issue against the utilities project.

Verified in CWS i18naddloc, documents may store and retrieve attributes with language "Northern Sotho" (nso-ZA), for example. Though this is more an implementation detail, reassigning to QA. Nevertheless, please don't submit bugs for CWS i18naddloc on this if something shouldn't work. Use defect reporting on the milestone where integrated instead. Reopen to reassign.
