First I don't know why PDF 1.4 is so much bigger even when I select screen
optimized output.  A file with a size ~200k with PDF 1.4 and ~40k with PDF 1.3

approstraphy does not display correctly
For example:
correct display: people's
incorrect display: people' s

there are spaces between ' and s 
PDF version 1.3 from ghostscript driver is fine.

I see no defect in OpenOffice here. I test your description and it
looks good.
I guess the problem is the driver.

if you use tabs and indents then you can see the problem.
