similar to Issue# 18086

I uninstalled my old version of OO 1.1 beta something. SUCCESS
I ran a -net install as local Administrator. SUCCESS 
I ran the user specific install as local Administrator. I chose to install to 
the existing user directory. SUCCESS
I logged in as a Power User.
I ran the user specific install. During the install I received pop up error 
messages indicating No Resource: Error Message not available. The function 
mentioned varied, but it was always Line: 19.

I have screen shots of the last three pop up windows. So far the application 
seems to be running fine.

I am on W2000 SP4.

It's not similar, it's duplicate. Why writing another issue?
