Steps to Reproduce:

1. Open a text document
2. Click on File and then New

Expected Results:
Menu expands and option to create a new document appears

Actual Results:
Menu does not expand and unable to create text document.

Note: I'm guessing this is a duplicate because it seems like and easy bug find,
but I couldn't track down one that was submitted...so if it hasn't hope it gets
fixed.  thanks.

I would think it's a duplicate since so many of us have had this
problem from time to time.  There is a workaround (not obvious to the
everyday users and frightening to most), which is to rerun setup and
choose "Repair."  Most of the time (not always) this fixes the problem
for several days before it happens again.

I believe this to be a persistent problem as it is frequently reported
by users. BTW,I"m using linux and have the same problem from time to time.

I can see this on 1.1RC running on RH9 linux.  This issue is a
duplicate of Issue 17712 which shows fix, and workaround.
