Pressing Alt-F brings up the file menu.  Then pressing "T" repeatedly flashes
back and forth between "Export" and "Export as PDF".  Getting to "Templates"
requires using the mouse or arrow keys.  In other words, the keyboard shortcuts
simply do not work for this.  I thought it would be fixed after the complaints
in 1.1beta2, but here it is in 1.1RC1 -- still.

This occurs only if a document is open.  And it seems to be a problem only if a
Writer document is open -- every other version of the File menu works fine.  It
also cannot be changed (changes vanish when reloading OOo).
