I want to establish numbered chapters in my document. I go to the menu 
Tools=>Outline Numbering, then for Level 1 select Paragraph Style "Heading 1" 
and Number "1,2,3". Then I choose Level 2 and select Paragraph Style "Heading 
2" and Number "1,2,3" and Show SubLevels "2". I click on ok.

Then I save the document. When I reopen the document, the outline numbering 
that I chose has all disappeared.

I don't think I have made any mistakes. I'm running Windows/XP family edition 
version 2002 in French and OpenOffice v1.0.1 in English

I should have added that this happens when I save the document in 
Word/97 format - I've not tried in OpenOffice format

Outline numbering can only be saved correctly (in both, OO and Word
format) once it has been used in the document. 
In Word format it is, because it's the definition of Word file format.
In OO format it is, because we won't get clean XML source when storing
the information without having used it in the document. It will work,
when using the StarOffice 5.0 format (because it is a binary format).
