As figured in issue #4357#, we need a new option at the paragraph to control the
line spacing.
In current writer implementation even the first line of the first paragraph with
e.g. a double line spacing holds this spacing to the last line of the previous
paragraph. MS Word doesn't do this. Thus, for compatibility reasons such an new
option would be useful.
