Attempts to create an Incubator issue, that is by clicking on the Incubator
option on the component selection list. Attempt to do so produce the following
error message-

"Sorry. There needs to be at least one subcomponent defined for this component
(incubator) in order to report an issue against it." 

Thus it is impossible to create an Incubator proposal for people to vote upon.

Perhaps that is why there are no Indubator isses to be found ?

I never defined incubator issues and am not persuaded that they need
to be defined.
Incubator is a category of projects, not a project. What is the issue
you wish to file?

As mentioned on the qa dev list on March 5th I will close all resolved
<wontfix/duplicate/worksforme/invalid> issues. Please see this posting for
details. First step in IssueZilla is unfortunately to set them to verified.
