Found on DEV300m39 en-US.
Menu Tools > Language > For Selection (or For Paragraph or For all Text)

In the predefined language list I see : 
- English (USA)
- French (France)
- Tagalog
I don't really need Tagalog... 
And there is no explicit way to suppress it from the list!

I don't know where you downloaded from or what your previous local settings
refer to ;)
My m39 shows "English", "French", "Spanish"

-> Cannot confirm

The real problem is not specific to DEV300m39. It is better described in Issue 98250.
