RTF: typogr. quotes (ASCII 147) incorrectly exported

When saving and reopening a file in RTF format, the character ASCII 147 (typographic double opening apostrophe) at the beginning of a new line is replaced by different characters. See attachment for details

MRU->HBRINKM: open attached RTF in Writer, export to RTF & reopen -> the typographical quotes were changed into two wrong symbols.
Created attachment 57930 [details] The test file created with Microsoft Word was opened with OO 3.0 and then saved in RTF. The ASCII 147 characters were again substituted, even if by a different combination of characters than the one I had experienced before.
