When selecting a menu entry from the menu bar, the help popup (explaining what
the option does) obscures the actual menu that appears.

Proposed solution: make help popups sensitive to context: if first level
pulldown (File, Edit, View etc.), stay out of the way of the menu pulldown area.

Issue present in all apps, Writer, Calc etc.

I checked with "Ooo 3.0.0 RC3 Multilingual version German UI WIN XP: [OOO300m8
(Build9357)]" and can confirm the reported effect: Extended Tips cover
information in Menu pulldown, pls see attached screenshots.
Not a big problem, but usability could be improved.
