The nice thing is, running unopkg manually works. Race?

"any idea what could cause this in configmgr?"  Not really; looks like the
configmgr dylib used in the unopkg process does not use the staging office's
basis-link/program/configmgrrc, which should contain a corresponding backend (as
CFG_UnoSharedPackages) in CFG_Strata.

What's about this P1 issue? Is it still valid? Is it still P1 (since nearly 5
months - untouched)?

no this is not a dupe of 99217. 99217 is much more simpler. We must
set TMP and/or TEMP when building.
