Operating system: Windows 2000 Professional (English)
Installation of OpenOffice.org: Local machine
Installed version of OOo: 3.0 beta 2 (English)
Language settings:
 - Locale settings: Spanish (Dom. Rep.)
 - Default language for documents: Spanish (Spain)

Behavior of OOo Writer:
1.Opening new document. Language in Taskbar: Spanish (Spain) __ Coming from line 6
2.Type F12 (numbering). Language in Taskbar: Spanish (Spain)
3.Inmediately I type any character language in Taskbar changes to English (USA).
4.Select all text (Ctrl+A); right click → character, and set language to Spanish
(Spain). Language in Taskbar: Spanish (Spain)
5.Type any character and language in taskbar changes back to English (USA)
6.Select all text (Ctrl+A); right click → character, and set language to Spanish
(Spain). Language in Taskbar: Spanish (Spain)
7.Place cursor in any previous line (1), and as soon as I start typing language
changes back to English (USA)

In short, settings for “Language”  fail to “keep”.
Something else, I wrote this text in English below the original text in Spanish
and, although the language in taskbar reads “English (USA)”, the spellchecker is
underlining every word in English as “wrong”

I can't reproduce this issue in OOo310m9(English), (PC, Windows XP) 
To check this issue I set language:
I.
- default language for computer- Russian
- default language for document- Russian
I repeated steps (1-3), language in Taskbar DIDN'T change to English.
II.
I also set the same language, like in description:
- default language for computer- Spanish (Dom. Rep.)
- default language for document- Spanish (Spain)
to check what happen if language has the same latin character of letters.
(Because Russian has different character of letters- cirilic).
I got the same result- language in Taskbar DIDN'T change to English.

I have only one problem. When I set Russian (version I), spellcheck doesn't work.

My Open Office writer keeps changing from English (australia) to default
randomly and doesn't spell check :( please try and fix
