HTML: export list type "none" as UL instead of as OL

I have such document: — hello. — world. Where the em-dash is not inserted manually but it is a kind of bullets (don't ask me what for, I just get this file). Anyway, as you can see, those are bullets, not numbering. Yet, when saving this to html OOW does not use UL tag but OL tag in html, and in effect I get: 1. hello 2. world
Hm, when I try this from the scratch, the em-dash bullets are correctly saved as UL. There must be something special with the document you received. Please attach it to this issue so that we can reproduce the problem here.

I stripped everything to make it clear case.
The emdash in the attached document is not a real bullet type. Have a look into "Format.Bullets and Numbering.Options". There you can see that the list type is "none" (and not "Bullet"), the emdash is inserted as additional symbol. MRU->OD: IMO the list type "none" should be exported as UL to HTML.
Reset assigne to the default "issues@openoffice.apache.org".
