I am unable to publish a bouncer link on the announcement page, since the URL
gets scrambled. The responsible part is the "&lang" string, which is replaced by
"〈" for whatever reason. 

Long example:

becomes

href="http://openoffice.bouncer.osuosl.org/?product=OpenOffice.org&os=win〈=ku&version=2.4.1">http://openoffice.bouncer.osuosl.org/?product=OpenOffice.org&os=win〈=ku&version=2.4.1

This is no longer an issue since the version is obsolete anyway and the message
in question deleted. This bug can be closed.
