If define a style with font size of 11 pt, then save the document as Word,
the size change won't be saved.

However, if you explicitly set the font size of some text to 11 pt then 
save the document as word, the size change is saved.

This is almost certainly a duplicate of issue 3273. There is a
workaround described in that issue for the interim. It should be
working with the 643 release, i.e. the developer release at 
http://www.openoffice.org/dev_docs/source/643/index.html
