I checked with "Ooo-dev 3.0.0 Beta Multilingual version German UI WIN XP:
[OOO300m2 (Build9343)]".

Steps to reproduce:
11. Open OOo 3.0.0
12. Click "add features" in start center
    browser will open
    <http://extensions.services.openoffice.org/getmore?cid=920794>
    as expected
13. Browse for PDF import "Sun PDF Import Extension [Beta]" download
14. Click "Get it" for WINDOWS
15. select "open with standard application" <ok>
    Message box "Extensions will be added" appears
    Message box "Do you want to install ..." appears
16. Click <ok>
    expected: extension should be installed
    actual: Message box Check of System preconditions shows: 
            "Unable to install, OOo 3.0 not installed

That works for me using the Extension manager and installing "dict-de.oxt" from
hard disk.
Online installation also fails using extension manager link "get more ..." as
expected.
The problem seems to be my additional 2.4.1 (main-) installation. Online
Installation opens Extension Manager from 2.4.1. I believe that is more or less
"as expected", because 2.4.1 is my OOo main installation.
