Create a document or load a document - doesn't matter.

File --> Save As
   Select 'HTML Document'

The title of the document changes to foo.html but there is now view HTML source button. 
The file has to be closed and re-opened before the view HTML source button becomes available.

yes, it is important to have the proper user interface for the kind of
document. Writer for sxw/doc an the like and WriterWeb for HTML.
