Promote/demote incorrectly disabled on bullets toolbar for unnumbered headings

In a text document just type "aaa" and style it as Heading 2. Leave the cursor on that text and bring up View > Bullets and Numbering toolbar. The 4 promote/demote buttons are disabled, which I think is not correct. Note that if you bring up the Navigator on the same text, it has promote/demote enabled. If you enable bullets on the text (say using the button on the toolbar), then the promote/demote buttons are enabled, however as the Navigator shows, bullet mode is not a precondition for promote/demote. Aside: I definitely do not understand the difference in behavior of a paragraph that is in "bullet" mode or not. This bug also appears in version 2.4 X11 on the mac.. I suspect it's a minor thing that's been around for a while.
MRU->OD: the promote/demote buttons should also work on unnumbered heading paragraphs, because there's no valid reason for the user, why only numbered headings should be allowed to be shifted via toolbar - Navigator does allow this.
