The database should be adjusted to let it use the lockfile based filelocking.

As we have discussed the task is not so important for 3.0. Moving the target.

After the functionality is implemented in database component, the workaround for
the issue 93288 should be removed ( the database reopens the stream currently to
have the expected FS locking and etc. ).

By the way, it could make sense to use more common implementations for database
and sfx2-based applications. I do not mean letting the database be more
dependent from sfx2, but the functionality like SfxMedium ( at least the most
part of it ) should be converted to a general helper. Actually there are already
plans to do so.

Moving of SfxMedium functionality to standalone helper would be a too big change
for OOo3.0.1, changing the target to 3.1
