Building 2.4.0 on Windows XP with MS VC++ 2005 Express Edition, with --enable-
dbgutil, I get the aforementioned assertion at build time.

Here are my configure flags:
./configure --disable-build-mozilla --disable-binfilter --disable-activex --
disable-directx \
--enable-symbols \
--enable-debug \
--enable-dbgutil \
--with-lang=en-US \
--with-win32 --with-use-shell=bash \
--with-cl-home="/cygdrive/c/Program Files/Microsoft Visual Studio 8/VC" \
--with-midl-path="/cygdrive/c/Program Files/Microsoft Platform SDK/bin" \
--with-frame-home="/cygdrive/c/Program Files/Microsoft Visual Studio 
8/SDK/v2.0" \
--with-psdk-home="/cygdrive/c/Program Files/Microsoft Platform SDK" \
--with-ant-home="/cygdrive/c/OOsrc/apache-ant-1.7.0" \
--with-csc-path="/cygdrive/c/WINDOWS/Microsoft.NET/Framework/v2.0.50727"

I also set these environment variables at build time:
DISABLE_ACTIVEX=TRUE
DISABLE_ATL=TRUE
