Action Plan
1) confer w/ ops about monitoring possibility
2) file internal PCN to resolve issue
3) update this IZ when internal pcn has been updated or resolved.

Aciton plan 
Is to update our internal issue & assign it to the proper engineer.

The internal issue was closed by David Boswell pending discussions w/
OOo and Louis in January. If this is not the case, please reopen and I
will investigate.
