WW8: frame's vertical position calculated relative to other object

I have a reccomendation letter for my daughter. I was asked to look at it and make changes ( grammer ) if needed. It is a word 2003 document. I loaded it into OO 2.3 writer and it displayed a verfy goofy looking document that is unreadable. I opened it is Office 2003 word and it looks great. I then saved it as an rtf and an xml document respectively. The rtf looks as bad as the.doc file when opened. When I loaded the XML I was pleasantly suprised to see very wild screen gyrations and finally a very not correct document. Ith doucment is her reccomendation letter. I will upload it to you to see if you have the same issues.

MRU->OD: I am quite sure that we already have an issue regarding this positioning problem, but I couldn't find it. The frame containing the black colored text has a vertical position of 0,01 cm from column. In Word, this is relative to the graphic which is on top of the page.
Reset assigne to the default "issues@openoffice.apache.org".
