In Impress, when a picture is selected, then Insert>Picture>From file, the
selected picture is replaced by the new one. This is the expected behavior.

In Calc, the new picture is added, the former one is kept.
In Writer, the Properties dialog of the selected picture is opened, impossible
to directly replace the pic !

The Insert>Picture>From file action should be the same in all modules and it
should replace a pic when there is one selected.

The fact is that it seems it is not possible to replace a picture by another
picture if it is embedded in the document. This can lead to mess the page layout
especially with the use of frames.

It seems that there is already a bug report about that : Issue 12891. Had made a
search with "insert from file" and that report hadn't been listed.

Note that I don't agree with the comments of Issue 12891 : this IS a defect and
even an inconsistency within OOo sonce some module can do it properly and others
don't (with a different behavior each time).

Thanks to confirm if this is a framework issue or not and if this issue is a
duplicate or if the other one has to be marked duplicate (already 4 votes here
and more details).

Hi,

it seems to be a defect from one point of view. But from the other it's not. So
we should decide what's the desired behavior for all applications. This is done
by User Experience. Frank, please have a look at this one and decide how to proceed.

Change target and set keyword.

Some remarks: Impress also replaces a present object (also text, drawing) if
picture gets inserted via Drag&Drop. Images will be skewed to aspect ration of
replaced object. Drag target in presentation does not give any feedback.
