When testtool loads a file using the recently used doc menu the loaded file does
not get into the foreground. This is bad for the testtool. The same problem does
not happen for a user.

this is a follow up to issue 76541, which was (mistakenly) used for fixing a
similar issue that occurred on gnome only.
