I'm using a vertical ruler for writing a document in Hebrew, but the ruler
appears only for the last page of the document.  There are about 12 pages for
the entire document.

The vertical ruler was designed to only show for the page where the cursor is
currently placed on.
MRU->SBA: already known RFE?

SBA: No. At least I haven't found a similar issue.
The "closest" is issue 34272 "Menu "View->Ruler" should have submenu for setting
horizontal and vertical rulers".
-> Reassigned to requirements.
