Outline numbering do not work after bullet lists when copy-pasting html data

1. Open empty document in OO - set Tools->Outline Numbering-> Number->1,2,3,... 2. Open the following html document in a browser: <html> <h1>header 1</h1> asdasd <ul> <li>item</li> </ul> <h1>header 2</h1> asdasd <h1>header 3</h1> asdasd </html> 3. Copy all data from the browser, and paste to the empty document created in phase 1. Why doesn't the "header 2" have an outline number?

MRU->OD: Quite odd behavior. It is different in these ways with the attached HTML - activate outline numbering, paste content from HTML browser -> no oo heading has outline numbers - paste HTML content, then activate Outline numbering via outline dialog -> first and third heading para are numbered - activate outline numbering, paste content from HTML browser, place cursor in one heading, click numbering button ->normal numbering is applied
according to release status meeting -> 3.x
setting keyword "numbering"
Reset assigne to the default "issues@openoffice.apache.org".
