There is no possibility to confirm the choose you do

You can only close the dialog.

So it's not clear what you do
Do you close the dialog with saving the choose or without it.

resetting target. In opposite to what has been announced, the iTeam decided to use 

- "not determined" when the iTeam had a look at the issue, but decided it is no
showstopper and no "should fix" for the first release

- "no target" when the issue has not been looked at by the iTeam

The Report Designer iTeam decided that this is no show stopper for the first
release, and no "should be fixed if possible at all". targeting to "not
determined" for the moment.

The dialog is floater which later on will be dockable as the property browser.
All changes affects the report in the moment the change is done. All changes are
undo able, otherwise it is a 2nd issue.
