If you have a control which is positioned at the very left of its section,
then the property browser will tell you it has an X-position of 2 cm (which is
the default left page margin), while the ruler will tell you that it starts at 0
cm. Not sure whether the rule or the property browser should be adjusted ...

This is about a new implementation in CWS oj14. Adding keyword
"new_implementation", targeting to OOo 2.x.

The Report Designer iTeam decided that this issue is a show stopper for the
release of the report designer. Targeting to 2.3, thus.
