In the interest of making OpenOffice even better I offer this suggestion:

Inserting a "plain" horizontal line changes the paragraph style to horizontal
line while inserting a grapical horzontal line does what i expect.

I think it should be possible to right-click a horizontal line to change its
properties.  This is very confusing and frustrating for new users.  See this
thread for an example.

Another alternative would be to modify the help file to explain this
inconsistent behavior.

I see the facts, but I do not see a real problem.

Steps to reproduce with 1.1RC1:

1. Open "New Text Document
2. Press <ENTER> 10 times
3. Press <Cursor Up> 6 times
   and look to the Paragraph settings: on my PC "Default", "Times New 
   Roman 12", Alignment "left"
4. Menu: Insert - Horizontal Ruler - Plain
5. Press <ENTER> 2 times
6. Menu: Insert - Horizontal Ruler - 'first graphic rule below 
   "plain"'
7. Now press >Cursor up> and see line by line and watch the Paragraph 
   settings:
   Line "Graphic Ruler": Alignment --> "centered"
   Line "Plain Ruler": Style --> Horizontal line
                       Textstyle --> "Times New Roman _6_"

Brad, do I understand you correctly, you are wondering whether there
is a difference in the behavior for those both horizontal rulers?

I think it is strange that a horizontal rule (note: it should be
"horizontal rule" not "horizontal ruler" in english)

has inconsistent properties depending on whether it is a graphical
rule or a plain rule.

As you note in your example a plane rule modifies the paragraph style
while the graphcial rule inserts a graphic.  Conceptually these are
the same (a device intended to break up the flow of text).  
The user adds them from the same dialog box - she should be able to
remove/modifiy them in the same fashion.

If you have a look a the thread i mention you'll see that this does
catch users out and cause frustration. In fact it caused me to have to
install MS office because one of my users got so frustrated with this
inconsistent behavior.

In short, I think the problem is that both rules do not behave the
same when they are the same logical object.

Another example that I just thought of... if you insert a speial
character ("A" from times new roman) and then you insert a fancy
speial character ("A" from Zaph Chancery) wouldn't it be strange it
you had to treat them differently to change their size or delete them
etc.?

Please try using the latest OpenOffice 1.1 Final , you can download it
from www.openoffice.org
many bug fixes and enhancements since your version and 1.1 Final . If
the problem still happend in 1.1 please report back

This behaviour has not changed in version 1.1 .
Graphical rules and plain rules do not exhibit the same characteristics.
If you all feel that this inconsistency is unimportant the just mark
it WONTFIX.

Also from m-w.com

ruler = a smooth-edged strip (as of wood or metal) that is usually
marked off in units (as inches) and is used as a straightedge or for
measuring

rule =  a metal strip with a type-high face that prints a linear design

note: rule can also mean "measuring device" but ruler cannot mean
"linear design"

I can reproduce it on OOo-dev 3.2.0 DEV300m44. Described behaviour has not 
changed in present version.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
