With m202 plus the first patch (29 March) at issue 74392:

Some tooltips in dialogs are not working, but some are working. Here are some
examples:

Tools-Options-OOo-General. Move the mouse over Help-Tips. There should be a
tooltip but there is none.

Tools-Options-OOo-Paths: Most tooltips are absent, but move the mouse over a
Path and the toolip displays correctly.

Tools-Options-OOo-Colors: Most tooltips are absent, but mouse over the Color
Table and the tooltips are displayed correctly.

File-Open: mouse over the top right hand three buttons with icons: tooltips
display correctly.

Ooops, sorry - This issue exists in both X11 and aqua versions. In both cases
the Extended Toolips work OK in dialogs but normal tooltips have the problem
described above.

It works for me, but I'm using recent code implementing HIView + coresponding events.

I think the new event handling plipli is implementing will help

(I'll attach some light screenshots )

sorry , attached twice :/

Another important point:  the delay time before the tooltip appear are different for different places

(Looks like a timer "feature")

ericb: your attachments show tooltips from Toolbars, which I agree are OK. 
This issue is about tooltips in Dialogs.
