Followup to issue 40391. The same surrogate support code which works on WinXP
doesn't work on Win2K. This should needs to be analyzed.

Yes, this still happens with OOo 3.0 Beta on win2k.
How to reproduce:
(need HG-MinchoL-Sun.ttc)
1. open Writer
2. Insert->Special Charactes...
3. select HG MichoL Sun
4. scroll down to bottom
Then Kanji characters beyond U+FFFF are not shown correctly on Win2K.
