A help url uses currently the configuration setting
"org.openoffice.Setup/Office/Factories/.../ooSetupFactoryShortName". But this
setting was not thought to be used in cmobination with help URL's. Further it
will be deprecated from now. The help URL can use the same value as it used till
now (e.g. swriter for the writer help) but it should use a specialized
configuration setting. E.g. the existing (but currently not used) setting
ooSetupFactoryHelpBaseURL can be a good replacement.

There seems to be two different help url. So the fix I wanted to integrate
doesn't fit any more. Please take over again. Thx.

Don't use hard coded modules list, but factories from setup.xcu instead.
