When user has a vote for an issue causes all changes to issue be mailed to the 
user. This causes unexpected (in many cases unwanted) traffic and redundant 
(as CC functionality is in place already).
Please consider modifying this behavior, as this is unexpected to both voters 
and posters and causes aggravation among voters (for example see 
comment "alienhand Sat Feb 3" in http://www.openoffice.org/issues/show_bug.cgi?
id=1761: 
"Since it is impossible to unsubscribe this issue - I have changed my mail to a
fake one !! Fraged up system where you can't unsubscribe !!").

From the description this seems a fair point. As QA may be most involved, am routing to maho for 
evaluation.

add his/her name on Cc: this is enough, so that we will be able to
modify some behavior.
