Network file handles no longer valid after hibernate/standby

If a file is openend by OOo that resides on a network file system the file system handle is held open and is no longer valid after hibernate/standby. Find a solution to be able to reopen the file by the complete path name. All data has to be flushed before system enters hibernate mode. Same applies for temporary network outages.

With issue #73979 SAL will provide a specific error code for the scenario.
Provided new error code for lost network file handles.
The bug seems to be erroneously set to fixed. The new error will be provided by sal for the issue 73979. This bug requires implementation that uses this new error as a fix.

Fixed. The UCB tries now to reopen the file in case the failure happens.
Please verify.
as: verified. Save & SaveAs works as aspected after a missing samba share was reconnected.
see issue 101453. Maybe 73979 is not fixed at all or 84881, 63533, 82054 are no duplicates of 73979?
