From a recent inquiry and reply on users@openoffice.org:

The purpose of this issue is to request that the taglines for the mailing lists,
or at least for users@openoffice.org, have links to the forum, the FAQ page, and
the wiki appended.  The goal is to increase awareness of these alternatives. 
The only other action that comes close to this idea is CPHennessy's signature
tag: "Maybe your question has been answered already?
http://user-faq.openoffice.org/#FAQ"

There are two problems with this approach: 1.  CPH can't reply to all inquiries.
 2.  FAQ's require separate maintenance.

On the other hand, forums and wikis tend to be self-maintaining.

Wiki is in place, for that purpose.
